Leads, oversees, and participates in the more complex and difficult work of staff responsible for performing a variety of semi-skilled and skilled duties involved in the installation, maintenance, and repair of mechanical, electrical, and instrumentation systems at the City's water reclamation plant, pump stations, and on related equipment and systems; and performs a variety of technical tasks relative to assigned areas of responsibility.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
  • Leads, plans, trains, and reviews the work of mechanical and electrical/instrumentation staff responsible for the installation, maintenance, troubleshooting, repair, and modification of the water reclamation system including at the water reclamation plant, pump stations, and associated equipment and systems; participates in performing the most complex work of the unit including to install new and/or improved electrical/instrumentation and mechanical systems, equipment, and machinery.
  • Trains assigned employees in their areas of work including in installation, maintenance, and repair methods, procedures, and techniques related to mechanical, electrical, and instrumentation systems related to the City's water reclamation system; trains staff in the operation of new or modified systems; provides safety training to assigned personnel.
  • Supervises the use, care, and operation of assigned equipment and tools.
  • Verifies the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications; ensures adherence to safe work practices and procedures.
  • Estimates time, materials, and equipment required for jobs assigned; requisitions materials as required.
  • Maintains parts and materials inventory; maintains parts list, materials lists, and vendor lists; researches and obtains quotes for new and/or replacement equipment; recommends and/or purchases equipment, materials, and supplies; maintains records on parts and equipment; provides information and recommendations to supervisors on short- and long-term equipment repair and replacement needs.
  • Implements and schedules preventive maintenance for plant mechanical and electrical/ instrumentation equipment.
  • Oversees and participates in calibrating, repairing, troubleshooting, installing, programming, and maintaining electrical control systems.
  • Maintains records and logs of time, materials, and parts used and work performed; prepares reports.
  • Participates in plant and pump station modifications including new construction and upgrades; assists in the update of plans, schematics, and equipment operation manuals for treatment plant and pump stations.
  • Operates heavy equipment including tractor, loader, dump truck, fork lift, crane, backhoe, ditch witchs, steam cleaners, and arc welders; cleans and performs standard maintenance on tools and equipment.
  • Responds to public inquiries and complaints in a courteous manner; provides information within the area of assignment; determines appropriate corrective action necessary to resolve complaints in an efficient and timely manner; coordinates activities with other City staff in resolving complaints.
  • Responds to emergency conditions at the plant, pump stations, and public streets during weekend duty or when on night duty.
  • Performs related duties as required.

Knowledge of:
  • Operations, services, and activities of a water reclamation plant and pump station mechanical and electrical/instrumentation maintenance and repair program.

  • Operational characteristics of wastewater treatment plant systems and equipment.
  • Principles, methods, procedures, materials, tools, and equipment used in the installation, maintenance, and repair of water reclamation systems.
  • Equipment capabilities, limitations, and safe operating characteristics.
  • Operating principles and maintenance requirements of valves, pumps, and motors.
  • Methods and techniques of performing diagnostic troubleshooting services.
  • Mathematical principles used in wastewater treatment system maintenance including those used in the mechanical and the electrical/instrumentation fields.
  • Advanced principles and practices used in the electrical/instrumentation field including pneumatic controls, electrical controls, telemetry, testing, calibrating, and repair techniques.
  • Advanced principles and practices used in the installation, repair, and programming of SCADA, operator interface, and PLC computers.
  • Occupational hazards and standard safety practices.
  • Principles and practices of record keeping.
  • Pertinent federal, state, and local laws, codes, and regulations.

Ability to:
  • Lead, organize, and review the work of staff.
  • Review, monitor, and prioritize the maintenance and repair of the City's water reclamation plant, systems, and facilities.
  • Independently perform the most difficult mechanical and electrical/instrumentation installation, maintenance, and repair work.
  • Interpret, explain, and enforce department policies and procedures.
  • Troubleshoot and accurately diagnose mechanical and electrical/instrumentation repair needs.
  • Test, make repairs to, and perform preventive and corrective maintenance on motors, pumps, valves, and other equipment used in wastewater system.
  • Read and interpret gauges, meters, and other instrument readings and take effective course of action.
  • Read and understand technical manuals, blueprints, shop drawings, sketches, and diagrams.
  • Respond to emergency situations, including those outside of normal working hours, and determine an effective course of action.
  • Compile data, maintain a variety of records, and prepare related reports.
  • Perform math calculations related to wastewater treatment system maintenance.
  • Perform assigned work in accordance with appropriate safety practices and regulations
  • Perform heavy manual labor.
  • Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.
  • Adapt to changing technologies and learn functionality of new equipment and systems.
  • Work independently in the absence of supervision.
  • Understand and carry out oral and written directions.
  • Respond courteously and appropriately to inquiries and complaints.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective professional working relationships with those contacted in the course of work.

EDUCATION AND EXPERIENCE GUIDELINES Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training: Equivalent to the completion of the twelfth grade supplemented by specialized course work or training in the installation, maintenance, and repair of reclamation plant facilities and equipment.
Experience: Four years of increasingly responsible experience in the installation, maintenance, and repair of water reclamation systems including mechanical and electrical/instrumentation systems and equipment.
License or Certificate: Possession of a Grade II Electrical/Instrumentation Technologist certificate issued by the California Water Environment Association. Possession of a Grade III Mechanical Technologist certificate issued by the California Water Environment Association. Possession of a valid California driver's license at a level appropriate to the equipment operated. Environment : Work is performed primarily at a water reclamation plant with some travel to different field sites and locations; exposure to noise of plant machinery and other equipment, dust and grease, mechanical and electrical hazards of operating equipment, fumes and odors of sewage, chemicals, and gases, toxic substances such as chemicals, cleaners, solvents, and gases, and all types of weather and temperature condition; work in or around water and wastewater; work and/or walk on various types of surfaces including slippery or uneven surfaces; occasionally works in confined spaces or on ladders/scaffolding; incumbents are subject to 24-hour emergency callbacks and standby and are required to work varying hours, overtime, weekends, and holidays.
Physical : Primary functions require sufficient physical ability and mobility to work at a water reclamation plant; to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, and twist; to lift, carry, push, and/or pull light to heavy amounts of weight; to operate assigned equipment and vehicles; and to verbally communicate to exchange information.
