DEFINITION

Under general direction of the Highway Operations Manager, plans, assigns, and supervises the work of a large group of employees including skilled laborers and crew leaders in maintaining an extensive system of highways, roads and streets. When assigned, temporarily replaces the Operations Manager.

EXAMPLES OF DUTIES

Organizes, plans and supervises work projects, e.g., ice and snow removal; drainage facilities, surface and roadside maintenance; safety appurtenances; and other road maintenance tasks. Addresses the Publics highway, road and street maintenance concerns. Inspects county, utility, and private contract work. Recommends County and State repair and maintenance projects for budget purposes. Keeps records of time and materials. Works closely with the Shop Supervisor on scheduling and maintaining equipment. Performs other supervisory duties as assigned by the Operations Manager. Works closely with the Engineering department to coordinate utility, access permits and special projects as assigned.

Education, Training and Experience :

Minimum Requirements: Any combination of training and experience equivalent to a High School/GED certificate or Associates degree, vocational training or apprenticeship in maintenance or construction of roads, drainage structures, or related construction, AND: Three (3) years of supervisory or five (5) years of lead work experience over crews performing maintenance or construction of roads, drainage structures, or related construction. Preferred Requirements : A Bachelor's degree in Civil Engineering or related field.

Certifications and Licenses :

Must have a valid Class B Commercial Drivers License (CDL). Must obtain a Class "A" Commercial Driver's License for a vehicle with air brakes within six (6) months of employment. Everyone who has a CDL must be registered in the US Department of Transportations Drug & Alcohol Clearinghouse. Registration is available at Applicants must pass drug/alcohol testing after a conditional offer of employment has been made.

Special Requirements:

Must be available for emergency (snow and others) call on a 24-hour, 7-day basis. 75% of the time is traveling in a vehicle and 25% is in a typical office environment.

Background Check Statement: Some positions may require a criminal background check which can include fingerprinting due to the nature of the jobs responsibilities. Wisconsins Fair Employment Law, s. 111.31 111.395, Wis. Stats., prohibits discrimination because of an arrest or conviction record. However, Dane County may disqualify an applicant if the positions responsibilities are substantially related to the applicants criminal history (e.g., the nature of the crime and its relationship to the position, whether hiring, transferring or promoting an applicant would pose an unreasonable risk to the business, its employees, customers and vendors, etc.) Management reserves the right to make employment contingent upon successful completion of the background check.

Physical and Environmental Work Requirements :

Must be able to hear and see within normal ranges with or without corrective devices. Must be able to work and drive day and evening hours. Must be able to get in and out of vehicles and other motorized equipment. Must be able to bend over and grasp objects on the ground or floor (seldom to repeatedly in a day), either in a repair shop setting or in the field. Must be able to sit for extended periods of time driving to check on a variety of matters. 75% of the time is traveling in a vehicle and 25% is in a typical office environment. Safety shoes required, plus safety vest, hard hat, eye, ear and glove protection when the job dictates it.

Knowledge of equipment, materials, methods and practices used in the repair and maintenance of streets, roads, and drainage structures. Knowledge and familiarity with highway systems. Knowledge of requirements regarding highway construction and maintenance. Excellent supervisory skills. Ability to use various computer programs including utilizing Microsoft Office Suite. Ability to read, write, and understand engineering plans. Ability to plan and estimate cost of maintenance and repair projects. Ability to inspect construction and repair work. Ability to maintain effective working relationships with peers, employees, and the public. Ability to assign and supervise a large group of employees in widely scattered locations. Ability to apply logical reasoning in performing routine functions following prescribed standard practices, and policies. Must be able to perform onsite evaluations of field situations. Good communication skills, on phone, radio, and in person, and be able to deal with an irate citizen(s) and/or employee(s) in a calm manner.
