Definition
THE POSITION
Under general direction, performs a variety of skilled, semi-skilled and unskilled tasks in maintenance, repair, installation, alteration and construction activities involving carpentry, plumbing, roofing, painting, mechanical, heating, air conditioning, and electrical trades work to improve, maintain and renovate City buildings and facilities; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Public Works Manager or his/her designee. Incumbents in this class do not routinely exercise supervision, however, may serve as the crew leader on projects.
CLASS CHARACTERISTICS
The Facility Maintenance Worker is a journey-level class that performs the full range of mechanical and electrical maintenance duties at City buildings and facilities as required to ensure all are maintained in effective working condition and provide the highest level of safety for City and public use. Incumbents are expected to perform the full scope of assigned duties working independently and exercising judgment and initiative. Positions at this level are fully aware of the operating procedures of the work unit and receives only occasional instruction or assistance as new or unusual situations arise.

- Performs a variety of skilled, semi-skilled and unskilled duties in maintenance, repair, installation, alteration and construction of City buildings and facilities.
- Operates and maintains a wide variety of hand and power tools, shop tools and other equipment used in the trade.
- Diagnoses, repairs and maintains heating and ventilation equipment; maintains air conditioning equipment; performs air conditioning repair.
- Troubleshoots electrical malfunctions making necessary repairs, replaces ballasts, fluorescent tubes, and bulbs.
- Plans and performs general and preventative maintenance on a variety of buildings, facilities, and equipment; adjusts equipment and controls to ensure operations are in compliance with specifications or standards.
- Reads and interprets blueprints, schematics, sketches and electrical diagrams; draws plans for assigned projects.
- Assists in developing specifications for contract work; inspects contract work for conformity to specifications.
- Prepares and maintains a variety of records, including work orders, progress reports, and requisitions.
- Performs skilled preparation, painting, drywall, and other construction maintenance and repair work throughout City buildings, facilities and other related structures.
- Builds cabinets and shelves; performs limited structural and finish carpentry; hangs doors; finishes wood and repairs a variety of wooden objects; performs lock repair; repairs concrete and tile; installs glass.
- Identifies and repairs roof leaks, framing for hatches, skylights, vents, roof jacks, ventilation, turbines, and roof drains; installs roofing tiles; repairs gutters, metal flashing, and downspouts.
- Assists with new construction or remodeling projects on City facilities.
- Estimates materials tools and equipment needed for assignments; prepares cost estimates; orders and picks up materials and supplies from outside vendors as appropriate.
- Inspects and repairs safety hazards encountered in the course of work; observes safe work methods and safety precautions.
- Establishes positive working relationships with representatives of community organizations, state/local agencies, City management staff, and the public.
- Participates in the Standby/call out program by responding after normal working hours, as needed.
- Performs other duties as assigned.
Qualifications
KNOWLEDGE OF
- Principles and practices of tools and materials as they relate to the maintenance and repair of City buildings and facilities, and fixtures, including carpentry, plumbing, roofing, painting, mechanical, heating, air conditioning, and electrical work.
- Building maintenance and building systems to include but not limited to: contractor/vendor service inspections and coordination, building related annual inspections, HVAC, electrical, plumbing, painting, moves or repairs office furniture and cubicles, appliances, minor landscaping and irrigation.
- Applicable Federal, State, and local laws, codes, and regulations.
- Principles, theories, and standard practices of several maintenance trades as they apply to maintenance and repair of structures, machinery and equipment.
- Occupational hazards and safety equipment and practices as related to the work.
- Safe driving rules and practices.
- Basic principles of mathematics.
- English usage, spelling, vocabulary, grammar, and punctuation.
- Record keeping and reporting procedures.
- Modern office practices, methods, and computer equipment and applications related to the work.
- Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
ABILITY TO
- Safely and effectively, perform carpentry, plumbing, roofing, painting, mechanical, heating, air conditioning, and electrical maintenance and repair work.
- Operate hand tools, mechanical equipment, power tools, and light to heavy equipment required for the work.
- Maintain tools and equipment in a clean working condition providing for proper security.
- Operate a wide variety of equipment and tools including but not limited to: backhoes, loaders, dump trucks, patch trucks, aerial bucket trucks, and jackhammers.
- Read, interpret and apply a wide variety of technical information from manuals, drawings, specifications, layouts, blueprints, and schematics.
- Estimate time, materials, and equipment needed to perform maintenance and repair work.
- Organize own work, set priorities, and meet critical time deadlines.
- Monitor and evaluate work completed by contractors.
- Maintain accurate logs, records, and basic written reports of work performed.
- Understand and follow oral and written instructions.
- Use English effectively to communicate in person, over the telephone, and in writing.
- Correctly interpret and apply the policies, procedures, laws, and regulations pertaining to assigned programs and functions.
- Use tact, initiative, and independent judgment within general policy, procedural, and legal guidelines.
- Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
EDUCATION AND EXPERIENCE
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
- Equivalent to graduation from high school supplemented by additional training or vocational certification in building trades; and three (3) years of responsible experience in general maintenance and repair of buildings and facilities.
LICENSES AND CERTIFICATIONS
- Possession of, or ability to obtain, a valid California Driver's License by time of appointment.
- Possession of, or ability to obtain an OSHA HAZWOPER 40-hour Course certification prior to completion of probation.
- Possession of, or ability to obtain an OSHA approved Forklift and Scissor Lift Driver Certification prior to completion of probation.
Additional Information
PHYSICAL DEMANDS
Must possess mobility to frequently stand, sit, walk, perform work on uneven and slippery surfaces; climb stairs and ladders; use hands to handle, feel, grasp, operate objects, tools, or controls; and reach overhead with hands and arms. Employees need vision to read printed materials and a computer screen; color vision to identify materials, structures, wires, and pipes; and hearing and speech to communicate in person and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Employees in this classification frequently bend, crouch, stoop, kneel, twist, crawl, grasp, reach, push, and pull. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to fifty (50) pounds.
ENVIRONMENTAL ELEMENTS
Employees work in both indoor and outdoor environments with moderate to high noise levels, hot and cold temperatures, inclement weather conditions, loud noise levels, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees climb ladders, use power and noise producing tools and equipment, and often work with constant interruptions. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. Ability to work extended hours and rotating shifts, including weekends and holidays.
