The Department of Environmental Services (DES), Facilities and Engineering Division seeks a Building Maintenance Operations Supervisor to manage one of 3 teams that provide building repair and maintenance services to a portfolio of over 80 County buildings. This Supervisor will report to the Facilities Maintenance Section Chief and supervise HVAC Mechanics, Building Engineers, Stationary Watch Engineers, and contracted service staff. The Supervisor will oversee the maintenance of critical sites at (2) Data Centers and (6) radio sites, including the operation, repair, and maintenance of mechanical, electrical, emergency power equipment, plumbing, equipment, computerized building automation systems, building envelope, and other related components.

Supervisory/Administrative duties:

  • Supervising employees in operational areas including writing and reviewing scopes of work and work-related procedures, assigning work orders, establishing deadlines, priorities, and work sequences, and performing annual performance reviews;
  • Adjusting schedules, priorities, and work sequences to accommodate equipment breakdown, material delays, or unexpected absences;
  • Training subordinates in proper diagnostic, repair, maintenance, and installation procedures; including the use of a variety of specialized equipment and technical procedures, and ensuring availability of all equipment at work site;
  • Monitoring the inventory of repair, replacement parts, supplies and approving purchases made by subordinates;
  • Scheduling and monitoring specialized contracts, evaluating cost effectiveness of utilizing contractors;
  • Performing administrative tasks such as preparing payroll, completing time and daily activity sheets, personal injury, and accident and vehicle reports; and
  • Responding to citizens' inquiries and concerns, and keeping citizens apprised of County policies, regulations, and work schedules when necessary.

Operational/Technical duties:

  • Monitoring and inspecting contracted work to ensure compliance with contractual agreements with national, state, and local code requirements;
  • Diagnosing and troubleshooting building air comfort, temperature problems, air distribution/balancing/stratification problems, and building automated system (BAS) problems;
  • Responding to calls for emergencies and assisting with standby operations;
  • Reviewing contractor's invoices and approving payment using the computerized maintenance management system (CMMS) and ensuring that records of preventive and corrective maintenance repairs are maintained in the CMMS;
  • Assisting with capital improvement projects (CIP) by providing prioritized lists of capital building needs to the Section Chief;
  • Ensuring energy saving strategies are maintained and implemented through coordination with the Arlington Initiative to Rethink Energy (AIRE) team; and
  • Working with other agencies, Miss Utility, contractors, and other supervisors to develop plans, discuss issues and provide time and cost estimates for requested work.

The ideal candidate will have a strong background in Occupational Safety and Health Administration (OSHA) guidelines as well as effective communication and customer service skills to interact with internal and external customers.

Selection Criteria

Minimums:

Education:

  • High School diploma/GED/Equivalent.

Experience:

  • Three (3) years of progressively responsible experience in commercial buildings or a similarly complex environment, in a variety of skilled trades areas related to the maintenance of buildings and building systems including HVAC, plumbing, electrical systems and energy management; and
  • One (1) year of experience with automated hi-rise building systems.

Required Licenses/Certifications:

  • Valid Universal Refrigerant Recovery License; and
  • Must possess one of the following licenses or a reciprocal license from another state:
  • Virginia - HVAC Journeyman's License, Electrical Journeyman's License;
  • Maryland - HVAC Journeyman's License, Electrical Journeyman's License; or
  • District of Columbia - Electrical Journeyman's License, Refrigeration/Air Conditioning Journeyman Mechanic's License.

Substitution: Additional qualifying experience may substitute for up to two years of the education requirement on a year-for-year basis.

Desirables: Preference may be given to candidates with possession of a valid 3rd class DC Steam Boiler Engineer's license or Maryland 1st class license and experience in one or more of the following:

  • Supervising crews of 10 or more employees and managing 24/7 operations;
  • Developing and implementing a preventive maintenance program using maintenance software;
  • Managing plant mechanical systems, preferably in large (over 350,000 sq. ft.) commercial or correctional facilities and managing small construction projects and interacting with project managers and trades staff; and/or
  • Servicing water pressure booster systems, and sewer ejection and treatment.

Special Requirements:

  • A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
  • Applicant must possess, or obtain by the time of appointment and maintain, a valid driver's license. The applicant must authorize Arlington County to obtain or provide a copy of the applicant's official driving record. Any offer of employment may be contingent upon a favorable review of the applicants driving record.
  • ARC Flash and Confined Space certifications obtained within probationary period.

Working Conditions:

  • The worker performs activities inside and outside.
  • The worker is subject to cold (below 32 degrees) for periods of more than one hour and/or temperatures above 90 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions such as snow, rain, hail, wind and humidity.
  • The worker is subject to hazards: Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
  • The worker is subject to one more of the following conditions: Fumes, odors, dusts, mists, gases or poor ventilation, oils, and other cutting fluids.
  • The worker frequently is in close quarters such as: manholes, small, enclosed rooms, small sewage and water line pipes, and/or narrow aisles or passageways.

Physical Requirements:

  • Medium Work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Additional Information

Work Hours: 6:30 a.m. to 3:30 p.m., Monday through Friday - hours may include evenings, weekends, and holidays. Must be available for call back in emergencies and will be in an On-Call rotation with other supervisors.
