Part-Time Streets Maintenance Worker I (AVG. 20 Hrs./week)

Under close supervision, to perform a variety of unskilled physical labor and semi-skilled maintenance, repair, construction, and clean-up of City streets, street trees, sidewalks, curbs and gutters, parking lots, driveway approaches, traffic signals, and streetlights; and to do related work as required. Serves as Disaster Service Worker. FLSA Status: Non-exempt. Bargaining Group: Miscellaneous Unit.

DISTINGUISHING CHARACTERISTICS
This is the entry and first working level classification in the Streets Maintenance Worker class series. This level is distinguished from Streets Maintenance Worker II by the performance of a narrower range of less complex assignments and routine maintenance duties under closer supervision. Incumbents in this class are subject to twenty-four hour "call out" and standby.

REPORTS TO
Streets and Parks Division Supervisor/Manager, Streets Maintenance Worker II/Ill, or as assigned.

CLASSIFICATIONS SUPERVISED
This is not a supervisory class.

Duties may include, but are not limited to the following:
  • Reliable and dependable attendance and punctuality.
  • Assists with the installation, maintenance, and repair work to City streets, sidewalks, curbs, gutters, parking lots, driveway approaches, traffic signals, and streetlights; participates in the preparation of streets for paving asphalt and concrete repair.
  • Breaks and removes concrete and asphaltic concrete.
  • Saw cuts concrete; posts traffic signs, and routes traffic around work sites.
  • Ensures compliance with health and safety regulations, including traffic diversion; performs asphalt patching, repaving chuck hole, and crack sealing repairs.
  • Installs, constructs, and/or repairs concrete sidewalks, curbs, and gutters.
  • Installs or repairs rails.
  • Cleans road spills.
  • Assists with street striping as assigned.
  • Operates spray guns and brushes to paint pedestrian crosswalks, bus stops, parking and center lines, and other pavement markings according to applicable City ordinances and laws.
  • Mixes paint to proper consistency.
  • Cleans and maintains spray equipment.
  • Stencils letters for curb and street pavement legends.
  • Assists in the lay out and measurement of parking zones and traffic markings; removes and erects street signs.
  • Installs or repairs guard rails.
  • Performs routine maintenance and repair duties on equipment.
  • Irrigation repair.
  • Performs basic preventive maintenance on equipment.
  • Does general clean-up work.
  • Maintains street trees and landscaped areas.
  • Uses general hand tools.
  • Operates power tools such as chain saws.
  • Operates equipment such as trucks, back-hoe, and front loaders.
  • Performs miscellaneous minor repair and maintenance on automotive equipment and small engines.
  • Communicates with the public.
  • May be assigned to assist with other departments or divisions for maintenance and repairs as needed.
  • May be required to attend night or weekend events.
  • Performs related duties as assigned.

Knowledge of:
  • Safe driving practices and the California Vehicle Code relating to the operation of motor vehicles.
  • Work safety practices.
  • Basic knowledge of methods, procedures, and equipment used in the construction and maintenance of City streets, street trees, sidewalks, curbs and gutters, parking lots, driveway approaches, traffic signal lights, and streetlights.
  • Characteristics, uses, and preparation of paving techniques and skills involved in pouring and finishing concrete.
  • Tools, equipment, and materials used in streets maintenance and repair work.
  • Operations and maintenance of motor sweepers, rollers, tractors, backhoes, skip loaders, and related equipment.
  • Laws and ordinances pertaining to traffic signs and markings.
  • Proper methods of mixing paints to appropriate consistency.
  • Health and safety regulations.

Ability to:
  • Perform a variety of unskilled and semi-skilled work in the care and maintenance of City streets, street trees, sidewalks, curbs and gutters, parking lots, driveway approaches, traffic signal lights, and streetlights.
  • Perform heavy physical labor.
  • Understand and follow oral and written directions.
  • Maintain and make basic repairs to equipment.
  • Maintain basic records.
  • Safely operate tools and equipment related to the maintenance and repair of streets, street trees, sidewalks, curbs and gutters, parking lots, driveway approaches, traffic signal lights, and streets lights.
  • Ensure compliance with health and safety regulations including traffic diversion.
  • Operate and maintain heavy and light power-driven street maintenance and construction equipment such as trucks, backhoe, and front loaders.
  • Observe legal and defensive driving practices.
  • Load equipment on trailers for transport.
  • Erect and work from platforms, scaffolding, and ladders.
  • Deal tactfully and courteously with the public.
  • Maintain appropriate certifications and licenses as designated by the City of Atwater.
  • Establish and maintain effective relationships with those contacted in the course of work.
  • Make sound decisions and demonstrate intellectual capabilities.
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities.
  • Maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, writing, and operating assigned equipment.
  • Perform duties in all weather conditions and at any time as needed including nights, weekends, and holidays.
  • Work independently or in a crew situation to investigate and resolve street/sidewalk complaints using good judgment and tact with irate citizens/customers.
  • Learn and follow Department operations, policies, and regulations.

TYPICAL PHYSICAL REQUIREMENTS Frequently stand and walk; walk for long distances and on sloped ground and slippery and uneven surfaces; normal manual dexterity and eye-hand coordination; ability to lift material weighing over 100 lbs. with assistance; ability to bend, stoop, kneel, crawl, and crouch; corrected hearing and vision to normal range; verbal and written communication; use a variety of hand and power equipment used in street maintenance and construction.
TYPICAL WORKING CONDITIONS Work is performed outside in varying temperature, weather, and humidity conditions; work is performed in an environment with constant noise; exposure to gasses, fumes, dust, grease, and oils; exposure to moving equipment; exposure to electrical current; constant contact with staff and the public.
  • Must be age eighteen (18) by date of appointment.
  • Equivalent to graduation from high school.
  • Possession of a valid California Commercial Class B drivers license with appropriate endorsements, or ability to obtain within six (6) months of appointment.
