Right-of-Way Maintenance Worker

Duties include the clean-up and maintenance of city right-of-ways, medians and public areas; coordination with trash haulers for bulky item pick-up and disposal; providing information to property owners regarding the regulations and penalties related to dumping in the public right-of-way. Employee must be able to meet the physical requirements of the class and have mobility, balance, coordination, vision, hearing, sense of smell and dexterity levels appropriate to the duties to be performed.

Representative Duties
Performs a wide variety of general and manual labor duties. Normally works under direct supervision and as a member of a small crew, but is also expected to work productively on an individual basis and/or in the absence of a supervisor or lead worker. The responsibilities and essential duties performed on a frequent and recurring basis are as follows:
  • Performs weed control on road medians;
  • Picks up discards of bulky and miscellaneous items such as furniture, tires and equipment left in the public right-of-way;
  • Cleans and sprays weeds and overgrowth in tree wells and median areas and removes fallen branches;
  • Cleans city sidewalks, streets and signs, storm drains and alleys;
  • Assists with asphalt, pavement and sidewalk maintenance activities;
  • May assist in graffiti removal; cleans and rakes planted areas and pathways and removes litter, debris and graffiti;
  • Cleans and maintains signs, drainage channels, catch basins and wells;
  • Cleans and maintains tools, brushes and equipment;
  • Operates a variety of equipment including hand and power tools, blowers, skip loaders within the yard to assist in the disposal of bulky items, refuse and green waste, large and small trucks;
  • Drives a vehicle, including trucks and automobiles, on City business
Education and Experience
Graduation from high school and any combination of experience and training that effectively demonstrates the ability to perform the duties and responsibilities of the position.

Knowledge and Abilities
Knowledge of the methods and safety precautions for the use of equipment and tools needed to perform the tasks of the position; routine maintenance practices as related to buildings, grounds, streets, water and related tasks. Ability to follow oral and/or written instructions in English; to communicate effectively orally and in writing in English; to complete basic work activity records and time reports; to establish and maintain effective working relationships with co-workers and the general public and to perform strenuous manual labor at a variety of work sites.

License and Certification Requirements
  • Possession of a valid Class C California's driver's license at the time of appointment is required. A Class B driver's license is not required for this position but is desirable.
  • Within six months of appointment, must complete training and be certified in the use of chemical sprays for weed abatement.

Physical Demands and Working Conditions:

  • Regular work schedule includes weekends; overtime required on an as-needed basis;
  • This position requires manual labor and is primarily performed outdoors with full exposure to the elements; may be required to work in inclement weather, in damp conditions and in confined spaces; may be exposed to chemicals, solvents, paint, dust, grease/oil, fumes, electrical and mechanical hazards, vehicular traffic, vibration and noise;
  • Daily tasks include strenuous physical labor for extended periods of time requiring physical strength and endurance; work consists of frequent and repetitive motions including the ability to crouch, sit, stand, walk on slippery and/or uneven surfaces, bend, crawl, kneel, pull, reach, push, twist, climb ladders and sloping surfaces, and grasp, drag, lift and carry items weighing 100 pounds or less; may be required to perform work above shoulder level with power and/or hand tools weighing 25 pounds or less for sustained periods of time. Actual tasks may vary on any given day as priorities change;
  • Lifts and moves objects weighing 100 pounds or less;
  • Operates lift gate, tractors, loaders, gas-operated mowers, blowers, weed eaters, reciprocators, hedge trimmers, chainsaws, and chemical spraying equipment.
  • Required to drive City vehicle on City business.
