Purpose

The purpose of this classification under direct supervision is to perform skilled work in installing and maintaining traffic control and related signs and installing and maintaining roadway pavement markings. Performs related work as required.

Education; Training and Experience

High school diploma or GED equivalent supplemented by a minimum of 5 to 11 months previous work experience and/or training involving painting or mechanical work.

SPECIAL REQUIREMENTS

Possession of and ability to maintain a valid Florida Driver's License.

Possession of; or the ability to obtain within one (1) year of hire; International Municipal Signal Association Level "I" Signs and Marking Certification.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Installs, maintains, repairs and refurbishes traffic control and related highway signs.

Assists in the installation and maintenance of roadway pavement markings (i.e. centerlines, lane lines, stop bars, crosswalks, parking stalls).

Checks out materials from storeroom, loads truck and unloads materials at job site.

Assists in the maintenance of the Sign and Marking Shop and maintains all materials supplies and equipment in proper working order; may assist with sign fabrication.

Sets up detours for emergencies and special events; responds to emergency call outs.

Inputs data into department computer and maintains accurate records of all work performed.

Routinely inventories storeroom stock. Uses a variety of hand-held tools and equipment (i.e. paint sprayers jack hammers grinders thermoplastic applicator pavement marking machine).

Observes safe and proper operating procedures when operating equipment machinery and /or tools in accordance with established and prescribed standards.

Assists signal crews with construction tasks as directed.

Mathematical Aptitude: Requires the ability to perform addition and subtraction. Includes counting recording of counts and basic measuring.

Functional Reasoning: Requires the ability to carry out instructions furnished in written, oral or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choice of action.

Situational Reasoning: Requires the ability to exercise the judgment decisiveness and creativity required in situations involving evaluation of information against measurable or verifiable criteria.

ADA COMPLIANCE

Physical Ability: Tasks involve the ability to exert heavy physical effort in heavy work with greater emphasis on climbing and balancing but typically also involving some combination of stooping, kneeling, crouching and crawling and the lifting, carrying, pushing and/or pulling of objects and materials (up to 100 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors. Some tasks require the ability to perceive and discriminate sounds. Some tasks require the ability to perceive and discriminate depths. Some tasks require visual perception and discrimination.

Environmental Factors: Tasks may risk exposure to extremes in temperature and weather conditions, dust, pollen, traffic hazards, strong odors and/or smoke and strong and/or toxic agents/chemicals.

PERFORMANCE INDICATORS

The work performance of non-supervisory personnel of the City of Daytona Beach is routinely evaluated according to the performance criteria outlined herein:

Knowledge of Job: Has considerable knowledge of the methods policies and procedures of the City of Daytona Beach as such pertain to the performance of the essential duties of the Traffic Maintenance Worker I. Has considerable knowledge of the principles and practices of traffic control installation and maintenance of traffic control signs and devices and installation and maintenance of roadway and pavement markings. Has considerable knowledge of the laws, ordinances, standards and regulations pertaining to the essential duties and responsibilities of the position. Has considerable knowledge of the organization of the Department and of related departments and agencies. Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work. Has considerable knowledge of terminology and related professional languages used within the Department as such pertain to work responsibilities. Knows how to maintain cooperative and effective relationships with intra- and inter-departmental personnel as well as any external entities with which position interacts.

Quality of Work: Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with which the position interacts.

Quantity of Work: Performs described essential functions and related assignments efficiently and effectively in order to produce quantity of work which consistently meets established standards and expectations.

Dependability: Assumes responsibility for completing assigned work. Completes assigned work within deadlines in accordance with directives, policies, standards and prescribed procedures. Maintains accountability for assigned responsibilities in the technical human and conceptual areas.

Attendance: Attends and remains at work regularly and adheres to policies and procedures regarding absenteeism and tardiness. Provides sufficient notice to upper management with respect to vacation time and leave requests.
