Full-Time Highway Maintenance Coordinator I - Sign Foreman

Starting Salary Range: $28.9663-$31.8035 per hour

Position Schedule: (Regular) Monday through Friday 7:30am to 4:00pm

Summer hours: (Memorial Day to Labor Day) Monday through Friday 6:30am to 3:00pm

Position Summary

Under general supervision plans organizes schedules coordinate and inspects the work of personnel maintaining and repairing County highways/roads and drainage facilities. Work is performed with considerable independence requiring the application of mature judgment and discretion in accomplishing program goals and objectives and according to safety and state regulations departmental policies and standard road maintenance practices. Work is reviewed by Highway Operations Officer for the quality of work performed the general upkeep of County highways/roads and for the compliance with safety regulations common to road maintenance field. This position is usually responsible for supervising one truck driver/laborer and will be called upon to supervise the maintenance crew in the absence of the maintenance foreman.

Essential Duties and Responsibilities (May not include all duties performed)

  • Patrols county highways/roads to identify the need for replacement or installation of traffic signs or markings; checks sign reflectivity in evening - annually.
  • Installs traffic and bridge signs markings and other devices as needed; ensures all traffic devices and markings conform to the measurements and distances stipulated in the Uniform Traffic Control Manual.
  • Conducts speed traffic classifications and traffic count studies to determine proper signing and speed limits and for use by engineering staff prepares records of study results; maintains records and inventory of all signing and related stock and supplies; orders signing stock and supplies.
  • Responds to calls from Sheriff or public on 24 hour 7-day a week responsibility for sign replacement and other emergencies.
  • Performs a variety of other maintenance activities in support of the department; places barricades and signs for road closings; replaces and repairs guardrails; operates a snowplow as needed; assists the highway maintenance foreman as directed.
  • Performs and documents sign and road inspections testifies in court when lawsuit involves signing.
  • Drives a truck to transport signing materials and supplies to job sites; operates related equipment to install signs and markings.
  • Makes signs as necessary
  • Keeps digital inventory of signs and activities
  • Performs related work as required.

Knowledge Skills and Abilities

  • Knowledge of the methods tools and materials used in the making and installation of traffic signs and markings.
  • Knowledge of the precautions necessary to work safely in installing traffic signs and markings. Skill in the use of tools and equipment used in installing traffic signs and markings.
  • Ability to understand and follow oral and written instructions.
  • Ability to communicate effectively both orally and in writing.
  • Ability to read and interpret the uniform traffic control manual and Illinois traffic standards.
  • Ability to establish and maintain effective working relationships with other employees government officials supervisors and the public.
  • Ability to operate computer and enter information

Required Qualifications

  • High School graduation and 2 (two) years of construction technology or related education; and considerable experience (8 years minimum) in road construction or maintenance including lead or supervisor experience; or any equivalent combination of education and experience that would provide the above noted knowledge skills and abilities.
  • Experience in the operation of general maintenance vehicles and equipment and tools used in the installation of highway signs and markings; or any equivalent combination of education and experience that would provide the above noted knowledge skills and abilities.
  • Illinois Commercial Driver's License Class A with endorsements is required.

Preferred Qualifications

Crane certification to operate sign / post installation equipment.

Certification will need to be obtained within the first year of employment and kept current throughout employment of this position.

Physical Attributes/Demands

Work requires sufficient physical strength agility endurance dexterity and hand-eye-foot coordination to perform all essential duties including the operation of road maintenance equipment. Work requires lifting and carrying object weighing up to 50 pounds. Work requires sitting for long periods of time and climbing in and out of large trucks walking and bending.

Work Environment

The work is performed primarily outdoors installing traffic devices along highway/roads and bridges and exposes employee to hot cold and inclement weather and in a shop environment. Work exposes employee to potential chemical hazards in signposts and the potential of traffic while installing signing. Work requires the use of safety clothing and equipment and compliance with safety rules and procedures.
