Description for Candidates:
Provide leadership and direction to District Operations staff. Direct maintenance operations staff and resources working collaboratively with counterparts within the district and Statewide. Lead and direct inspection, maintenance, and installation of traffic control devices. Develop and implement an inspection and preventative maintenance process to identify and correct emerging issues. Develop and implement a work management process to ensure timely and effective infrastructure maintenance and repair. Provide leadership, direction and management for assigned operational programs and staff. Ensure all operations are conducted in compliance with established policies, procedures, laws and regulations. Develop and administer budgets and strategic plans, and monitor to achieve organizational objectives.
How you will contribute:
Budget Development: Develop, maintain and monitor budgets for assigned program areas. Analyze, track and approve costs and ensure expenditures are within allocations. Work with others to research and resolve discrepancies.Budget and Inventory: Develops annual maintenance budget requests, spending plans, and work plans for the full range of Traffic Asset Maintenance activities. Works cooperatively with District Managers to inventory assets and assess workload. Monitors maintenance expenditures ensuring expenditures do not exceed allocations. Responsible for managing materials inventory in accordance with IMS policy and standards.Collaborative Problem Solving: Apply thorough understanding of transportation issues, sound public policy and business expertise to resolve complex transportation issues and problems which cut across multiple areas. Identify and work through potential issues that may hamper or impair success of established transportation programs or projects and studies under development. Exercise flexibility, initiative, innovation and collaborative influence to resolve transportation issues while considering all aspects of the project and customer perspectives.Communication: Build and maintain strong partnerships with a variety of stakeholders internal and external to VDOT. Communicate with stakeholders to provide appropriate information and receive feedback on program operations or business goals. Investigate and respond to concerns from VDOT internal and external customers.Manage Resources and Business Functions: Manage resources and business functions effectively. Hire, develop and manage a diverse and high-performing workforce. Ensure workforce receives required training and development opportunities. Oversee fiscal programs in accordance with agency policies and sound business practices to meet business goals.Policies and Procedures: Develop and implement procedures, processes and best practices. Recommend new initiatives to improve operations.Procedure Development and Policy Compliance: Develops and implements SOPs for inspection, maintenance, and installation activities for traffic control devices and signal systems. Establishes and implements QA measures for tasks performed by Traffic Maintenance section. Collaborates with other groups responsible for Traffic Control Device delivery to promote quality and adherence to studies and best practices. Implements and oversees work order management system to track maintenance requests and status of work. Develops performance measures to evaluate and report on the effectiveness of the maintenance program. Focuses on core tasks, services, performance targets, and outcomes. Implements safety management process to include safety meetings and safety committee. Develops and implements feedback process for employee safety, recurring maintenance issues, or inspection issues. Develops and ensures security measures and protocols are followed.Program Management: Oversee and direct operations for assigned operational program areas. Develop best practices and ensure programs are operating consistently and effectively across the organization, and in alignment with performance targets. Ensure operations are conducted in compliance with state and federal policies, procedures and regulations.Provide Support to Regional Operations: Assists District Operations Director as the lead for traffic maintenance activities and traffic control device installation and maintenance. Works collaboratively with regional program managers to provide support for various district functions that may cross District boundaries. Activities vary greatly depending on the area, infrastructure within that area, and specific needs of the district. Provides significant support to district signal operations which may include field implementation, training, coordination, communications, design, and field connections from Districts to TOCs. Supports demonstration, testing, evaluation, and decision making for selection of new technology, software, firmware, and equipment. May provide District ITS maintenance support, HMMS training coordination, and serve as district contact for Historical Markers. Supports tunnel maintenance and signing initiatives.Service Delivery: Manages, directs, and oversees a program for inspection, maintenance, installation, and construction activities for traffic control devices, including pavement markings, traffic signals, signal control technology, and signs. Manages work order and project backlog; Plans for and directs resources needed to accomplish system inspection, emergency and planned repairs, installation and maintenance replacement; plans for cyclical routine maintenance; determines and implements efficient balance of contract and state force resources. Develop emergency response and deployment plans. Deploy resources in consideration of system response needs to include remote or de-centralized reporting from various VDOT facilities, and 24x7 on-call response for traffic signals.Strategic Planning: Develop, implement and manage strategic plans for assigned program areas. Establish operational objectives related to performance metrics. Assess operational performance and initiate correction action as needed.Teamwork and Representation: Represent VDOT on internal and external committees, taskforces, or other meetings. Present a positive image in representing VDOT's position in assigned areas.Technical Guidance: Provide technical guidance and direction on programs to a wide variety of stakeholders internal and external to VDOT. Resolve issues by applying knowledge of policies, procedures, standards and principles. Respond to customer requests for service. In coordination with stakeholders facilitate creative solutions to complex issues.
