Job Profile Summary
This senior district-wide administrative position, under general direction, provides leadership and is accountable for the comprehensive operation of college facilities across all campuses. Responsibilities include oversight of maintenance operations, building and mechanical systems, landscaping and grounds, custodial services, energy conservation programs, locksmith services, and the institutional vehicle fleet. The position also provides strategic direction and technical guidance to Facilities Management and campus staff in the planning, design, and execution of construction and renovation projects.The role is responsible for managing all related budgets, contracts, and procurement activities, ensuring timely purchasing actions and effective financial stewardship to support continuous and efficient departmental operations.
In addition, this position serves as the Colleges Chief Fire Official, responsible for coordinating, planning, and directing fire safety inspections of existing facilities, construction sites, and renovation projects to ensure compliance with applicable fire and life safety codes. Responsibilities include developing, implementing, and enforcing fire prevention policies and procedures, identifying and resolving fire code violations and hazards, and ensuring a safe and compliant campus environment. The role also provides leadership for institutional emergency preparedness, including coordination of planning, training, and response efforts to support campus safety, resilience, and continuity of operations.
Minimum Education:
- Bachelors degree in Facilities Management, Engineering, Construction Management, or related field.
- Significant progressive experience in facilities maintenance, operations, or related field.
- Experience with fire code enforcement, life safety systems, or Fire Marshal/Fire Chief responsibilities.
Minimum Certification/Licenses:
- Current certification as a Fire Inspector in the State of Florida (required).
- Valid Florida Drivers License required or must be obtained within 30 days of employment.
Minimum Experience/Training:
- 12 years of general business experience, including:
- Eight (8) years of management experience
- Five (5) years in post-secondary or higher education
- Prior experience in safety and/or fire safety inspections and fire protection.
- Knowledge of state and federal regulations related to health, fire safety, prevention, and inspection.
- An equivalent of combination and experience may be considered.
Key Responsibilities
- Plan and direct comprehensive maintenance programs for buildings, grounds, equipment, and infrastructure, including deferred maintenance, preventive maintenance, corrective maintenance, and asset replacement strategies to ensure operational reliability and longevity.
- Implement and oversee maintenance operations, including work order management systems, prioritization of corrective and preventive maintenance tasks, and ensuring timely and high-quality service delivery across all campuses. Oversee fleet operations and mechanical services, including vehicle and equipment maintenance, repair programs, lifecycle replacement planning, fuel management, and regulatory compliance for all college-owned vehicles and motorized equipment.
- Direct and manage campus locksmith services and access control systems, including key control programs, lock hardware standards, electronic access systems, and security coordination to ensure appropriate access, accountability, and campus safety.
- Administer and oversee maintenance-related contracts, including custodial services, grounds maintenance, equipment service agreements, and specialized vendor services; monitor performance, ensure compliance with contract terms, and manage vendor relationships.
- Provide leadership and oversight of custodial operations, including cleaning standards, sanitation protocols, staffing coordination, and quality assurance to maintain safe, clean, and functional facilities. Coordinate and evaluate custodial operations and event support services, including quality control inspections, staffing alignment, and service effectiveness for campus activities and events.
- Direct event setup and support services, including coordination of furniture, equipment, and space configurations to meet institutional and community needs while ensuring efficient turnaround and resource utilization.
- Oversee environmental abatement programs (e.g., mold, asbestos), ADA compliance, and life safety-related maintenance upgrades to ensure regulatory compliance and risk mitigation.
- Evaluate and advance energy, water, and environmental conservation initiatives in support of institutional sustainability goals.
- Review, audit, and investigate incidents involving accidents, fire events, injuries, and safety hazards; determine root causes and recommend corrective and preventive actions.
- Direct daily fire prevention, inspection readiness, and compliance activities in the role of Fire Chief/Fire Marshal, ensuring adherence to fire codes and life safety standards. Oversee life safety systems programs, including fire alarm, fire sprinkler, fire suppression, and fire extinguisher systems; ensure required inspections, testing, certifications, and maintenance are completed in compliance with applicable codes.
- Oversee maintenance and operations personnel, including staffing, performance management, training, and workforce development to ensure a skilled and effective workforce.
- Lead plan reviews for new construction, renovations, and remodeling projects to ensure compliance with fire and life safety codes; provide technical guidance to architects, engineers, and consultants.
- Direct environmental health and safety inspections and compliance activities, including oversight of SREF inspections in accordance with Florida Department of Education requirements.
- Collaborate with campus leadership, external agencies, and local fire authorities to support emergency preparedness, regulatory compliance, and continuous improvement of facilities and safety programs
- Performs related duties as assigned.
