The San Bernardino County Department of Behavioral Health invites qualified professionals to apply for the position of Facilities & Project Management Analyst who will be responsible for performing a variety of complex administrative, operational, research, and analytical functions in support of Facilities & Project Management activities which include capital improvements, remodeling, and maintenance projects within the Department. This position will be responsible for preparing and managing a variety of complex documents, such as scopes of work, capital improvement project request forms, and project budgets. The incumbent will be expected to employ excellent communication and organizational skills to drive project completion, make recommendations to management, and support the preservation and improvement of Department facilities.

The Department of Behavioral Health (DBH) is responsible for providing mental health and substance use disorder services to county residents who are experiencing major mental illness or substance abuse related issues. DBH provides mental health and substance use disorder prevention and treatment services to all age groups, with a primary emphasis on treating children/youth who may be seriously emotionally disturbed, adults who are experiencing a serious and persistent mental illness, and individuals who are experiencing substance use disorders. DBH also provides an array of outreach/engagement, prevention, and early intervention services. DBH's core values are service, integrity, accountability, and trust.

DBH is a unique County Department comprised of eight (8) direct service areas: Community Outpatient and Transitional Age Youth Services; Youth Collaborative and Justice Involved Services; Substance Use Disorder and Recovery Services; 24 Hour and Specialty Services; Adult Justice Involved and Diversion Services; Medical Services; Community Engagement and Equity Services; Office of Patients' Rights and five (5) indirect service areas: Administrative and Fiscal Services; Public Relations and Outreach Services; Program Support Services; Disaster and Safety Unit; and the Office of Compliance. The Department currently has a workforce in excess of 1000 positions and an approximate $700 million-dollar annual budget.

CONDITIONS OF EMPLOYMENT

Pre-Employment Process: Prior to appointment, applicants must pass a background investigation, which includes fingerprinting, credit check, and/or medical exam, which may include drug and/or TB testing. Applicants must be a U.S. Citizen or a permanent U.S. resident.

Minimum Requirements

Applicants must meet BOTH the education and experience requirements for one of the following two options:

OPTION 1:

Education: A completed Bachelor's Degree from an accredited institution in project management, public/business administration, behavioral/social science, accounting/finance, or closely related field of study. (A copy of your degree MUST be included with your application.)

--AND--

Experience: Two (2) years of full-time equivalent professional level administrative experience (duties equivalent to a County of San Bernardino Staff Analyst I class or higher, see job description) performing analytical duties as the primary job function in at least two (2) of the following areas: budget/fiscal management; financial analysis; accounting; contracts; bid/proposals (RFP); grant management; special projects coordination; facilities and capital improvement planning; data/statistical analysis and reporting; organizational/staffing analysis; and/or personnel management. (Qualifying area and corresponding experience should be clearly detailed in the Work Experience section of the Application.)

Note: General office/clerical, retail sales, eligibility worker, employment services, child support services and other similar experience is not considered qualifying.

Education Substitution: A completed Associate's Degree from an accredited college or university in a qualifying field of study as stated above AND two (2) years of experience supporting management or professional level administrative services staff in any of the following areas: analytical studies, organizational operations, staffing projections and related budgeting, fiscal/budget analysis, data analysis, statistical analysis, accounting, economics or other closely related duties.

Important Note: Two (2) years of experience supporting management or professional-level administrative services staff is a substitution for those applicants who do not possess a Bachelor's Degree. Therefore, if you are applying under this substitution option, you must also possess the two (2) years of professional-level administrative experience as required in the Experience section above.

OPTION 2:

Education: A completed Bachelor's Degree from an accredited institution in project management, public/business administration, behavioral/social science, accounting/finance, or closely related field of study. (A copy of your degree MUST be included with your application.)

--AND--

Experience: Eighteen (18) months of full-time equivalent professional level administrative experience (duties equivalent to a County of San Bernardino Staff Analyst I class or higher, see job description) performing analytical duties as the primary job function in the areas of facilities & capital improvement, remodeling, and maintenance projects which includes managing scopes of work, project request forms, and project budgets. (Qualifying experience should be clearly detailed in the Work Experience section of the Application.)

Education Substitution: A completed Associate's Degree from an accredited college or university in a qualifying field of study as stated above AND two (2) years of experience supporting management or professional level administrative services staff in any of the following areas: analytical studies, organizational operations, staffing projections and related budgeting, fiscal/budget analysis, data analysis, statistical analysis, accounting, economics or other closely related duties.

Important Note: Two (2) years of experience supporting management or professional-level administrative services staff is a substitution for those applicants who do not possess a Bachelor's Degree. Therefore, if you are applying under this substitution option, you must also possess the eighteen (18) months of professional-level administrative experience as required in the Experience section above.

Desired Qualifications

The ideal candidate will have extensive experience managing contracts and procurement activities related to facilities and capital projects within county, state, and/or federal agencies. This includes preparing and administering service contracts, processing grant applications, conducting competitive bids, and negotiating terms with vendors and contractors.

Desired knowledge and skills include:

An understanding of facilities and project management principles and practices as applied to the planning, design, construction, and closeout of mid- to large-scale facility and infrastructure projects.

Excellent written communication skills with the ability to prepare clear, concise, and comprehensive procurement documents, cost estimates, capital improvement project requests, and other capital improvement planning documents.

Effective communicator with demonstrated skill in negotiating favorable contract terms, ensuring contractor compliance, and educating vendors on performance and acceptable standards of safety specific to facilities operations.

Ability to perform complex administrative and analytical work requiring independent judgment and initiative in areas such as budgeting, project tracking, and resource planning.

Working knowledge of pre-development, design, permitting, construction, and occupancy phases of facilities and capital improvement projects.

Experience monitoring construction contractors on public facility projects to ensure compliance with plans, specifications, and building codes, while verifying that materials and workmanship meet established industry standards.

Familiarity with Computer-Aided Design (CAD) software and/or facility and asset management systems is highly desirable.
