Statement of Duties Position assists the Equipment Maintenance Foreman and acts in his/her stead when Foreman is out. Incumbent assists with technical and supervisory work to provide for the preventative maintenance and repair of the City's vehicles and equipment; assists in overseeing the daily operation of the highway garage; assigns and supervises staff and equipment as deemed necessary and as directed by Equipment Maintenance Foreman. Supervision Incumbent works under general direction of the Equipment Maintenance Foreman work is performed in accordance with standard practices and previous training with substantial independence in planning scheduling staffing and organizing the work activities. The employee is expected to use judgment to solve problems by adapting methods or interpreting instructions accordingly. Instructions for new assignments or special projects usually consist of statements of desired objectives deadlines and priorities. Technical and policy problems or changes in procedures are discussed with supervisor. Performance is subject to review according to the City's personnel plan through observation reports and the results achieved. Position is responsible for the direct supervision of (6) full time employees when Equipment Maintenance Foreman is out. Employees work the same shift but may be at different locations than the supervisor. Incumbent assists in training and evaluating employees and provides input for the discipline hiring and firing of employees. Workload fluctuates unpredictably throughout the year. Incumbent will participate in a weekly on call rotation. Incumbent has access to confidential personnel files and records of employees supervised.
Essential Duties and Responsibilities
Assist in the supervision of the daily operation of the garage.
Ensures the mechanics stay on their assigned jobs and complete them in a timely manner; oversees a quality control.
Supervises the preventative & predictive maintenance on all PM services.
Maintains diagnostic scanners and software.
Assists in the supervision of staff; trains; assigns; evaluates; and responds to employment-related issues or concerns; provides input into the hiring; firing; discipline; and promotion of employees.
Checks all vehicles/equipment for safety recalls; technical service bulletins; campaigns; and warranties.
Oversees N.H. State Inspections.
Trains all D.P.W. employees that need to obtain a CDL-B.
Takes on un-scheduled work and breakdowns.
Provides assistance with technical issues.
Responsible for monthly underground and above-ground storage tank inspections.
Responsible for end of period site reports.
Performs other duties as assigned by supervisor
Work Environment
Position requires evaluating the conditions of the City's vehicles and equipment and determining any actions that need to be taken in their operation; maintenance and/or repair. Judgment is needed to interpret factors; conditions or unusual circumstances; inspect; test and diagnose problems; and direct and/or perform preventive maintenance or repairs as needed. Errors can result in personal injury/loss; delay or loss of service; monetary loss; injury to others; and damage to building; equipment; and legal repercussions.
Physical and Mental Requirements
Incumbent works in a loud highway garage setting and is required to use hands; stand; walk; sit; talk and listen/hear; climb or balance; stoop; kneel crouch or crawl; taste or smell and reach with arms and hands up to 2/3rd of the time. Incumbent frequently lifts up to 60 pounds; occasionally lifts up to or more than 100 pounds. The nature of the work involves exposure to outdoor weather conditions; extremes of heat and cold; exposure to high places; toxic or caustic chemicals; fumes or airborne particles; moving mechanical parts; and the risk of electric shock more than 2/3rd of the time. Equipment operated includes: trucks in excess of 26;001 pounds; light trucks; automobile; heavy and light equipment; pneumatic; hand and power tools; office machines and computers; testing equipment; and welding equipment. Normal vision is required.
Education and Experience
A candidate for this position should have an Associates Degree in Automotive/Diesel Technology or a related field; and five (5) years of related work experience and supervisory experience; or an equivalent combination of education and experience. Must hold a CDL Class B license.
Knowledge; Skills and Abilities
A candidate for this position should have a strong knowledge of the operation; maintenance; and repair of vehicles and equipment; including cars; trucks; heavy and light equipment; small engines; hydraulics; welding; fabrication; painting; generators and related equipment; the ability to troubleshoot and solve problems; and have strong supervisory and organization skills. Must have working knowledge of computer diagnostic equipment and work-order systems.
