POSITION SUMMARY
POSITION SUMMARY:
An employee in this position is responsible for managing and supervising a highly skilled maintenance staff; including the water and wastewater plant maintenance, water and wastewater system's pump maintenance, electrical and SCADA system technicians. Oversees and participates in electrical and mechanical maintenance of a variety of pumps and generators. Establishes and implants the maintenance department's annual budget for all of Harnett Regional Water's facilities including preparing and approving purchase orders, contracts and change orders. Oversees and Coordinates projects with vendors and outside contractors. Participates and assist Harnett Regional Water engineering department with new projects and upgrades to treatment facilities and distribution system.
Hiring Range: $65,902.00
DUTIES AND RESPONSIBILITIES
ESSENTIAL FUNCTIONS OF THE POSITION:
- Plans, organizes, assigns, supervises and reviews all work performed by the maintenance staff at Harnett Regional Water.
- Develops and implements goals, objectives, polices and priorities for assigned service and maintenance; identifies resource needs; recommends policies and procedures, including standard operating procedures for assigned areas.
- Evaluates employee performance, counsel's employees and effectively recommends initial disciplinary action; assists in selection and promotion.
- Participates in the development and administration of and oversees assigned budgets; determines and recommends equipment, materials and staffing needs for assigned operations, projects and maintenance; prepares detailed estimates; maintains a variety of records and prepares routine reports of work performance.
- Must be able to drive and operate a vehicle to travel as needed.
- Works closely with engineers and inspectors on projects, reviews and comments on design and construction/maintenance plans and specifications.
- Plans and lays out maintenance work projects; monitors and controls supplies and equipment; orders supplies and tools as necessary; prepares documents for equipment procurement.
- Supervises the use of and operation of tools, equipment and vehicles; ensures that tools, equipment and vehicles are safely operated, maintained and secured when not in use; coordinates the servicing, repair and replacement of tools and equipment.
- Inspects work in progress and completed work of assigned employees and contractors for accuracy, proper work methods and techniques, and compliance with applicable standards and specifications.
- Serves on call 24 hours as scheduled for any and all maintenance emergencies that may arise.
- Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
MINIMUM REQUIREMENTS TO PERFORM WORK:
- Associate's degree in related field;
- Ten (10) years of related work experience;
- Or equivalent education and/or experience.
- Possession of a NC Electrical License desired.
- Must have or be able to obtain a Class 4 Maintenance Technologist Certification desired.
- Possession of a valid North Carolina driver's license.
KNOWLEDGE, SKILLS, and ABILITIES:
- Knowledge of: Principles and practices of employee supervision, including work planning, assignment, review and evaluation, discipline, and the training of staff in work procedures; current methods, practices, equipment, tools and materials of construction, maintenance and repair of utility infrastructure; applicable Federal, State and local laws, regulatory codes, ordinances and procedures relevant to assigned area of responsibility; preparing and implementing the maintenance department budget; principles of the Supervisory and Control Data Acquisition (SCADA) system; occupation hazards and safety precautions and procedures applicable to work; computerized maintenance management system.
- Skill in: Methods, materials, tools and testing equipment of the maintenance technician trade; mechanical, electronic, pneumatic and hydraulic theory and practices for installation, maintenance, troubleshooting and repair equipment at the water and wastewater treatment facilities; working with computerized management system and databases.
- Ability to: Interpret and understand complex technical manuals, machine blueprints and specifications; use a computer to generate reports; establish and manage contracts and service agreement; establish and maintain effective working relationships with associates and contractors; Developing and implanting goals, objectives, practices, polices, procedures and work standards for the maintenance department; Understand, interpret, and successfully communicated both orally and in writing pertinent department policies and procedures; Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
SUPPLEMENTAL INFORMATION
PHYSICAL DEMANDS:
Must be able to perform light work frequently exerting up to 10 pounds of force to lift, carry, push, pull, or otherwise move objects; and occasionally requiring to exert up to 20 pounds of force to move objects. This work also involves the physical abilities of balancing, climbing, crouching, feeling, grasping, handling, discriminating among sounds, kneeling, lifting, having manual dexterity, using mental acuity, pulling, pushing, reaching, performing repetitive motion, speaking, standing, stooping, expressing ideas by the spoken word, and walking. An incumbent must also possess the visual acuity to analyze data, work with color or depth perception, determine accuracy or observe facilities, operate computers or equipment, and inspects for defects.
WORK ENVIRONMENT:
The employee works inside and outside where the employee is subject to the various elements. Job duties require working on-call 24/7 and working after hours when maintenance emergencies may arise.
