The Branch: The Public Works Branch is responsible for planning, providing and maintaining infrastructure that supports Carlsbad's excellent quality of life. The branch includes a variety of departments including Environmental Sustainability, Fleet & Facilities, Construction Management & Inspection, Transportation and Utilities. More than 195 full-time equivalent staff support the branch which also has an annual total budget of over $123 million, along with a total Capital Improvement Program (CIP) appropriation of over $110 million.

The Position: Under general supervision, this position operates heavy power-driven street maintenance equipment as a major assignment and performs the most skilled public works maintenance, construction, and repair work. A position in the Street Maintenance Worker III class is distinguished from lower-level maintenance classes by the responsibility for frequently operating heavy power-driven construction equipment, and assuming lead supervisory responsibility for small work crews.

Key Responsibilities

Operate heavy power-driven equipment in the maintenance and construction of city streets, curbs, gutters, parking facilities and sidewalks as a major work assignment.

Cut, level, slope and otherwise finish grades under construction. Operate tractor, trucks, rollers, backhoe, skid steers, mini excavators and other equipment.

Dig and backfill ditches and excavations.

Perform minor maintenance and repairs on assigned equipment.

Supervise and perform painting or stenciling of such traffic directional markings as crosswalks, safety loading zones, parking and center lanes, and railroad and school crossings.

Ensure that cones and signs are installed properly to control traffic for safety purposes. Supervise and perform skilled carpentry and masonry work.

Requisition and purchase materials and supplies. Maintain electronic records of work performed and supplies used in the city's asset management system.

Remove and install concrete and asphalt on streets, curbs, gutters, sidewalks, and other public facilities. Coordinate assigned areas of responsibility with other city departments and divisions.

Supervise, train, and evaluate subordinates.

Qualifications

Knowledge of:

Tools, methods, and materials applicable to specialized areas of assignment.

Operation and maintenance of power-driven equipment such as tractors, trucks, backhoes, rollers, skid steers, and mini excavators.

Tools, methods and materials used in street construction and maintenance work.

Safe work practices and procedures.

Ability to:

Operate assigned equipment with skill and safety.

Supervise and perform skilled work within the area of assignment. Work effectively without immediate supervision.

Perform heavy manual labor.

Understand and carry out oral and written directions.

Experience & Education

A typical way to obtain knowledge and abilities would be:

  • Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.
  • Three years of experience in construction and maintenance work, including some experience and training in the operation of heavy power equipment such as graders, tractors and rollers, and at least two years' experience performing duties like those of the Street Maintenance Worker II class
