ABOUT THE POSITION

The City of Galt is accepting applications for a Part-Time Public Works Maintenance Worker I for the Utilities Division.

This is the entry-level class in the Public Works Utilities Maintenance Worker class series. Incumbents initially work under direct supervision and receive detailed instructions and training on assignments. Incumbents generally work within an established framework of set procedures in performing assigned tasks. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As knowledge is gained this may be the first steps to advancing to other positions in water, wastewater, or maintenance.
SUPERVISION RECEIVED AND EXERCISED

Receives direct and general supervision from the Utilities Maintenance Supervisor. Exercises no direct supervision over staff.

When performing all assignments:
  • Maintenance and repair problems, determines materials and equipment required for repair.
  • Operates specialized vehicles and a variety of light, medium, and heavy equipment related to the maintenance and repair of the Citys infrastructure.
  • Inspects and performs service, minor maintenance, and repairs on a variety of hand and power tools, vehicles, and equipment.
  • Maintains logs and records of work performed and materials and equipment used.
  • Contacts operators and staff to inform them of work to be performed.
  • May assist with the training and direction of new or temporary staff.
  • Reports the need for major contract repair or maintenance of facilities and equipment.
  • Operates a standard vehicle to travel to multiple locations in order to perform assigned tasks; transporting equipment as needed, and performing assigned tasks at each worksite.
  • Responds to after-hours emergencies.
  • Performs related duties as assigned.
When performing the Utility/Storm Water/Sewer Maintenance Assignment:
Utilities Maintenance at the City of Galt, California, performs a variety of essential assignments at the water treatment plant and wastewater treatment plant/Lift Stations to ensure the efficient, safe, and compliant operation of these facilities.

Water Treatment Plant
  • Regular inspection and maintenance of pumps, filters, and chemical feed systems.
  • Calibration and testing of monitoring instruments and meters for water quality.
  • Performing preventive and corrective maintenance on electrical, mechanical, and plumbing equipment.
  • Maintenance of the facility's infrastructure, including tanks, pipelines, and treatment units.
  • Recording and documenting maintenance activities and operational issues.
  • Wastewater Treatment Plant maintaining and repairing pumps, aerators, clarifiers, and sludge handling equipment.
  • Conducting routine inspections and preventive maintenance on process equipment.
  • Sludge management and disposal activities.
  • Ensuring compliance with environmental regulations and reporting requirements.
Utilities and Sites
  • Performs routine maintenance and groundskeeping by removing/abating weeds and other invasive vegetation, removing sediments, debris, and trash from Utilities Sites, applying site delineation, best management practices, and keeping in compliance with applicable federal, state, and local water regulatory laws and regulations.
Utilities Maintenance staff play a crucial role in supporting the continuous, safe operation of water and wastewater treatment processes, protecting public health, and safeguarding the environment. Knowledge of:
  • Maintenance principles, practices, tools and materials for maintaining and repairing water treatment systems, wastewater treatment plant, and lift stations including water hydraulics, valves, pipe materials, and water service components.
  • Basic principles, practices, tools, and materials as they relate to the maintenance and repair of infrastructure, facilities, systems, and appurtenances similar to those in a municipal environment.
  • Basic traffic control procedures and traffic sign regulations.
  • Basic mathematics.
  • Basic computer software related to the work.
  • English usage, spelling, vocabulary, grammar, and punctuation.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
  • Safe driving rules and practices

Ability to:
  • Perform semi-skilled construction, modification, maintenance, and repair work on water treatment facilities, wastewater plant, and lift station systems, facilities, and equipment.
  • Troubleshoot maintenance problems and determine materials and supplies required for repair.
  • Learn applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
  • Perform routine equipment maintenance.
  • Make accurate arithmetic calculations.
  • Safely operate a variety of hand and power tools as well as various vehicles used in the work.
  • Follow department policies and procedures related to assigned duties.
  • Organize own work, set priorities, and meet critical time deadlines.
  • Maintain accurate logs, records, and basic written records of work performed.
  • Understand and follow oral and written directions.
  • Work independently or in a team situation.
  • Establish and maintain effective working relationships with those contacted in the course of the work.
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from high school and one (1) year of general construction, municipal utilities maintenance, landscape maintenance or facilities maintenance is required.

Required Licenses and Certifications:
- Possession of a valid Class C California drivers license and have a satisfactory driving record.
- Possession of a Water Distribution System Operator Grade I (D1) Certification within the probationary period.

Licenses and certificates listed below are desirable, but not required at the time of appointment. However, at the discretion of the City and depending upon business necessity, certain persons in this class may be required to obtain any of the below listed licenses, certificates, or specialized education and training within a specified timeframe.

- Possession of a valid Class A or B California drivers license with airbrakes and tanker endorsement.
- Possession of Cross Connection Control Program Specialist Certification.
- Possession of Backflow Device Tester Certification.
- Possession of Flagger Trainer Certification.
- Possession of Pesticide Qualified Applicator Certification.
- Possession of Traffic Control Technician or Supervisor Certification.
- Possession of Water Treatment Plant Operator Certification Grade I (T1) or above.
- Possession of Collection System Maintenance Grade I (C1) Certification.
- Possession of Water Distribution System Operator Certification Grade I (D1) or above.

PHYSICAL DEMANDS
Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces and around machines, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 100 pounds, or heavier weights with the use of proper equipment.

ENVIRONMENTAL ELEMENTS
Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspaces, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures.

WORKING CONDITIONS
Must be able to pass a pre-employment physical, drug screen, and background investigation, including fingerprinting. Must be available for regular and emergency standby, evening, weekends, and holidays, and to be called back and work emergency overtime as required and in accordance with the existing Memoranda of Understanding. Must be willing to work outdoors in all weather conditions and with exposure to traffic and potentially hazardous conditions.
